Update
We have received word from our upstream partner that their issue has been resolved. The team is currently testing all functionality on our side and cleaning up previously errored requests. Once we're confident things are back to normal, we'll resume project actions in the region.

Update
Instance operations in eu-west-1 are impacted by an ongoing infrastructure provider incident causing network issues in the region.
Affected operations include new project creation, unpauses, read replica creation, and upgrades. Existing projects are unaffected.
Our provider is aware of the issue and we already see error rates and latency trending down. We will update as the situation progresses.
